赫英全、男、满族、1978年入伍，先後在南京政治學院、國防大學、國防科技大學、國家行政學院等學習，獲碩士研究生學曆。曆任參謀、秘書、副局長等職，長期從事人事、經濟工作，大校軍銜(正局级)。
